Global Health Sector Strategy on HIV/AIDS, 2011-2015

Provide harm reduction services for people who use drugs. National HIV strategies, policies and programmes in both concentrated and generalized epidemics should meet the needs of people who use drugs. A comprehensive package of services should be provided that – in addition to tailored HIV prevention, treatment and care interventions – includes: needle and syringe programmes; opioid substitution therapy and other drug-dependence treatment; prevention and treatment of sexually transmitted infections; condom programming; diagnosis and treatment of viral hepatitis and tuberculosis; and structural interventions to improve access to services.
